How to maintain worker details without Legal Employer Association?

Client follows a PEO model and expecting Oracle to capture such worker details without a Legal Employer.

Client wants to record workers who are non-employees and do not belong to any of their Legal Entity. The challenge here is that without a Legal Entity association, worker records cannot be created in cloud system.

The purpose is to maintain these worker details in HR System to manage their access to Client's network/systems/applications in order to ensure to complete essential trainings and stay compliant.

As a note, these workers will report to managers who are actual employees of the client who belong to a proper Legal Employer. This is an example of PEO model which is quite common in North America.
