Does Oracle have an Employee/Payroll change form in a workflow process

Our Payroll/HR team currently gets email information when an employee changes jobs, locations, rates, managers as well as additional information. Because the method is manual now, a number of fields are not entered correctly due to a lack of validation.

Does Oracle have an MSS function that provides a vehicle to capture this information and send it thru from the manager to the HR/Payroll department?

We have a number of fields like Job code, manager, VP, location, department, etc that we would like validated.
