Change assignment, position, promotion are not creating new Assignment Numbers

Hello!
When changing assignment, position, promotion etc, i am not getting a new assignment number.
So if my assignment was E1234 @ $15/hr and I change to a new position (or use promote) @ $20/hr, I would expect to see E1234-2. However, the assignment number is staying at E1234. There is only one legal employer and no break in service.
Do the assignment numbers actually ONLY change when you have a new work relationship? If that is the case, they should call it a work relationship number.
My problem really becomes serious when you flip over to payroll entries:
Jan 1-Jan 14 @ $15/hr
