Unable to get the Individual Compensation Plan ICD Action option in Manager Self Service MSS

Hi

I have defined a ICD plan and I can enter and process ICD fine when going through the Admin navigation.

I am looking to enable the Managers to enter ICD for their direct reports but for some reason I cannot get the "Individual Compensation" option under MSS in the Salary page.

I have tried standard and custom MSS roles and also tried adding various roles to custom MSS role but no luck.

Any pointer how to add/remove actions in MSS Manager Self Service.
