How to add access to Setup & Maintenance to Recruiting Administrator Role

We would like to add setup and maintenance access to the Recruiting Admin Role.

Content (required):

We would like certain Recruiters (superusers/managers) to be able to carry out some of the tasks associated with the recruiting admin role e.g. amend content in the content library, amend questions in the question library and amend requisition templates. Rather than create a very specific role we had intended to give Recruiting Admin to these users. However, this role does not provide access to Setup & Maintenance therefore holding this roles provides none of the required access. We have tried adding the below privileges - but no luck so far.
