Exa CS/CC elastic OCPUs scaling

for Exa system scaling, came across different methods

  1. on OCI itself can we configure OCPUs autoscaling based on consumption ?
  2. Also saw this blog article explains scaling using OCI CLI/SDK/REST ... and many users seems following this method.

now I am interested to know, what is the advantage of building scaling automation using CLI/SDK separately and scheduling it, when already I hope we have an option in console itself which can be configured to achieve this autoscaling.
