How to define a custom role only to inquire onhand quantities of items

How to create a custom role only to inquire items(onhand) from the Manage Item quantities page. No other actions are required.

For example; user enter supply chain execution -> Inventory Management -> Task panel -> Manage Item quantities ->have only access to inquire items. The user should be restricted from performing any actions from the Manage Item quantities page.
