Need please an urgent Help to understand

we are doing data migration from old recruitment system to the new ORC System and now we are in the data migration phase

we are not sure how to load external\internal candidates that was accepted to a job requisition and now they are part of the Core HR. do we need/can load the offer phase/Move to HR Phase?
