NID Uniqueness Validation is not working as expected

Summary:

As per 20C feature Oracle Human Resources Cloud 20C What's New, Error/warning message should be trigger when there is update to existing NID or while creating new NID . But in both cases it doesn't trigger any error/warning.

We are trying to implement this feature . We are facing issue , Error or warning message doesn't trigger if NID is same for 2 employees if we try to edit/add NID.

Configuration details as below:-

Profile option ORA_PER_NID_UNIQUENESS to Error.

Person Creation Duplicate Check - Last Name, First Initial, Date of Birth or National ID

Navigation for changing NID My Client Groups> Quick Actions> Person
