Making "Providing an Endorsement" Required

Summary:

When providing a referral in OR, you have to check the box to see the endorsement section. Once you do this, the endorsement section is required. However, is there a way to make the checkbox required, meaning the referrer is required to provide an endorsement. I have tried using page composer and cant get it to work. I am not even sure if this is actually possible and would love some help. Thank you!
