I want to create Areas of Responsibility Templates without to assign it to people

I want to hide the first page with the cube "assign to people" when creating a new AOR template

but in the studio there is nothing relates to Areas of Responsibility

how can I skip the page and go straight to create the template without the option to assign it to people?
