We want to be able to target 'at risk' employees with priority internal jobs.

Example:

A full team within the IT department are put at risk. The department is restructured with brand new roles being created within the team for the at risk employees to apply for. We do not want these roles available for regular internals outside of this team to apply for. Can we create a secret internal portal where we can send the IT team a link for only them to review and apply to the jobs?
