Mandatory Approved Requisition for Engineering Items

Dear Experts,

I have a requirement. For an Item that is classified as an Engineering Item in PIM, at the time of PO creation I need to ensure that it has an Approved PR. If it is there, then I allow proceeding with PO Approval and rest of the process else if no Approved PR then I need to simply reject the PO.

I know we have an Approval attribute Backing Requisition available however I wasn't sure if this attribute considers ONLY Approved PRs or even PRs in other than Approved status? Any pointers on how to achieve this requirement will be of a great help. Also, is there a way I can read any of the Item attributes at the time of Approval as I also need to ensure that the Item is an Engineering Item only. There are around 100000 Items in the system that are considered of type Engineering
