What is the lowest level at which PPM Budgetary control can be estabished?

Summary:

Hi.

In the documentation it is mentioned that the possible segment at which control can be established is Project- Top Resource.

So that means we cannot apply a control at 'Task' level?

And Top- Resource means the highest level of RBS associated to the plan type? Eg: if RBS format is set as:

Exp Org- Exp Type- Supplier

, then control can only be established at the Exp Org and not at Exp Type: Am i correct?
