Element Entry With Costing HDL

Summary:

I am using the below HDL dat file to load element entry with costing details.

METADATA|ElementEntryWithCosting|AssignmentNumber|ElementName|EntryType|SourceSystemOwner|SourceSystemId|EffectiveStartDate|EffectiveEndDate|Segment1|Segment2|Segment3|CreateEntrySequence

MERGE|ElementEntryWithCosting|E9999|PTO PAY PERIOD ACCRUAL|E|SRC|E9999_PTO PAY PERIOD ACCRUAL_20211125|2021/11/25||110|84400|600600|1

However entry sequence in the element entry is 87 instaed of 1 even if i am providing CreateEntrySequence as 1

Can someone please help to understand why it is loaded as 87 instaed of 1.
