Global access group and no approval at course level

Summary:

Hi All,

We have a global access group /local access group for a specific group of people.But we don't want the approval when a learner enrolls into the course.Default access at Course and offering level ,we tried to change learner self service mode to Active ,but it is not accepting.Can anyone pls share if it's acheivable or we are missing anything.
