Error when moving candidates to Pre-Employment - Request Standard Background Check stage

We have been experiencing some challenges with moving candidate to the ‘Pre-Employment, Request Standard Background Check’s’ stage in ORC.
Candidate are receiving the automated email, but the link that would open the fidelity bonding form to be completed direct then to the Oracle sign on page.
This is critical for us to understand and any insights or suggestions would be greatly appreciated.
