How to make 'Why Not' mandatory during the HCM termination flow

Hi,

During the termination flow, when 'Recommended for Rehire' is selected as 'No' a new field 'Why Not?' appears.

Is it possible to make 'Why Not?' a required field when 'Recommended for Rehire' is chosen as 'No'.
