Can the EIT(only one of the LOV's) be restricted to have only the view access by the HR

Summary:

We would like to give only the view access for the EIT field for the HR

Content (required):

In the Additional Person information, we have created a HMI class. This HMI class needs to be viewed only by one user and we have restricted it through HCM Design Studio .We would like to know if the same LOV can be given only view access permission to the HR.
