RUI quick action - unable to insert Retro active rows

Summary: I am unable to insert a retro active row using quick actions. We are able to do this using classic UX.

Content (required): Quick actions are preventing me from selecting an effective date prior to the effective date of the top-most row on an employee's employment profile.

There are situations when data needs to be retro-actively inserted. 

Example: I could not find a way to insert a leave update effective 8/11 which is prior to an 8/29 WFC Change.
