List of value of the 'Delegate to' is showing all users instead of Manager Hierarchy

Summary:

We have given the 'Hiring Manager' role for particular line managers but we have a requirement to be able to delegate the role to employees within their Manager Hierarchy but the list of value is showing all the employees

N.B : we have created a data role for the 'Hiring Manager' role to be able only see 'Manager Hierarchy' in the person security profile
