Is there a way to retain some test accounts ,export them just before the refresh(P2D Prod to Dev)

Is there a way to retain some test accounts ,export them just before the refresh(P2D -->Prod to Dev) then reimport then after the refresh to retain the passwords, privileges and access of these accounts in DEV environment.
