Generate global transfer letters

Hi,

We have a requirement in which we have to generate transfer letters based on country the employee is being transferred too.

There are different templates for these countries and whenever the clearance tasks mentioned is completed we need to send this email to the employee.

Which feature in HCM can helps us in this? Please help with possible approaches.
