Is there a way to submit a payroll flow after checking that other flows have completed?

Summary: Our business case is that we have 2 flows that run at the same time. One loads the absence data files and the other loads the time files. They obviously finish at different times. We have a third flow that requires these 2 to be completed before it can be submitted as it relies on the data from both to do its calculations.
