oci-fss-utils is not part of the repo in OCI

Dear all,

Customers are frequently implementing our File Storage in OCI using encryption, where the package oci-fss-utils is required: https://www.oracle.com/downloads/cloud/cloud-infrastructure-file-storage-downloads.html

However, Customers can't understand why this package is not part of our official repository in OCI already.

Could you please help us out with this question?
