Has anyone implemented a rule to restrict an action and reason(s) combination for a some duration?

Summary:

We have a requirement to allow the Action = Secondment and Reason = Secondment Start only if the Action Start Date is more than 6 months from Previous Action = Secondment and Reason = Secondment End. FYI - secondment in our organization is one of the actions under Change Assignment quick action and processed same as transfer. No additional assignment is added.
