Resource Alerts - filter recommendations to notify users who were removed from a Waitlist

Hi all,

Is anyone able to advise on the appropriate Resource and Filter to use within Alerts Composer to create a Resource Alert that would notify users that they have been removed from a Waitlist? As is they have been deleted, they have not progressed on to be enrolled in the Learning item.
