HDL Headcount issues

Hello,

I am uploading a small batch of test workers. Suddenly I am getting a no headcount error. However, when I look at the position there are 48 open spots. Do I need to do something after a 'bad' HDL load to clear headcount. I feel like I have reserved them somehow with the bad HDL loads.
