Can announcements be resized or dismissed?

Did not find an Idea, but thought I'd ask to make sure no one has found a solution before I posted one. We use Announcements fairly frequently, but a constant complaint is that it takes up too much real estate at the top of the home page (we know we can place it at the bottom as well but this will limit visibility) and the nature of most of our announcements, we'd rather not have a banner at the top of the page either.
