Referrals - Deny refer a candidate when they are already in candidate database

We have one requirement that it's a bit tricky to configure (not sure if it's possible as well).

The current referral process in one of our clients is that HR doesn't count the referral if the candidate is already in the database. So, in ORC we don't have that option. The process in ORC is that if the referral is already a prospect or candidate in a specific job requisition, then the system doesn't allow to add that referral.

However, if the person is not yet a candidate, and remains in the candidate database, the person who performs the referral is able to refer. But the customer doesn't want that - wants the system to block the referral if the candidate is already in the database (not only in the job requisition)
