We need to get the Period Start Active Headcount to equal the previous months Period End Active Headcount. The issue we are running into is when someone terms on the last day of the month.

Issue: Termed on 3/31. They are counted in the Period End Active Headcount for March but are not included in the Period Start Active Headcount for April. They are however included in the Termination Headcount for April so it is throwing off the numbers.

Example: 3 associates termed on 3/31. They are included on the March End HC, but not the Start HC for April. They are also in the April Termination HC. Doing this the numbers don't add up for April now: 6200-94+58+3+2 = 6169 which is not equal to the End HC for April showing 6172
