PO line item price is editable based on the line type selected

Hi team - i created a custom line type "Bundle Item" that is similar to standard line type "Goods". The only difference is Match Approval Level for my custom line type is 2-way for "Goods" line type is 3-way.

When im trying to create a PO for an item(item defined in PIM), i observed that im able to change/override the item price if i select "Bundle Item" line type, but when i select "Goods" line type for the same item im unable to change/override the price. Is this expected behaviour? If yes, i would like to know where this is controlled and how?
