How to remove the quick actions panel without removing from the responsive UI

Summary: Remove the quick actions panel in the Home page without removing from the responsive UI


Content (required): Hi Everyone,

When I'm going in sandbox > structure I am able to remove the items from Quick actions but it is also getting removed from responsive UI. I want to remove the entire quick action panel from 'About Me' page but I dont want to remove the Responsive UI.
