How to Configure approval rule for below scenario for Process 'Change Personal Information'

Please advsie how to Configure approval rule for below scenario for Process 'Change Personal Information'

 - If employee and initiated by Employee or PEOPLE HR Team, approval to HRO - HR Team 

 - If Employee and initiated by HRO TEAM, auto-approves

 - If 3rd party worker, auto-approves

I noticed that for Process 'Change Personal Information' we don't have the option to Use System Person Type, Please advise how to Identify whether Transaction is for EMO or 3rd Party?

Also when an Employee also acts as  HRO TEAM member (Has HRO TEAM Role), Then how to identify whether the Transaction has been Intialted from
