Launching offerings from specialisations enhancement

Summary:

New 22B enhancement only works where language of content matches learner's UI language - I believe this is different to how the course quick launch / reduced clicks enhancement works.

Content (required):

22B includes an enhancement 'Launch learners into an offering that matches their Oracle Fusion language preference with fewer clicks their specialization enrollment.'

I enabled the setting within Self-Service Defaults 'Set the language filter to a user's preferred language when they are in the available offerings list view.'
