OTBI report - Pending PR list for all buyers

Summary: Currently Buyers can view the pending PR for his/her requests. But it needs to view all the Purchase Requisitions by the buyers including his/her requests.

Content (required):Following steps will help to reproduce the issue:

1. Create an OTBI report based on Subject area: OTBI Procurement - Requisitions Real Time

2. Add the columns like:

               Requisition Header Detail -> Requisition, Description

               Buyer -> Full Name

               Requisition Requester -> Full Name

3. Review the OTBI report output notice that, only the buyer who has logged in can view the Requisition made by himself/herself.

Is there any way user can view all the Requisition, regardless whoever is the buyer or not?
