How can we restrict candidate search by location at Job Offers page?

Summary:

Currently ALL recruiters are able to see ALL candidates with Job Offers. We want to restrict this by location. Should we use the Person Security Profile or Public Person Security Profile?

Also, what is the purpose of Candidate Security Profile. It doesn't even have a dimension of Location.
