Can't select financial plan types when generating a budget version

1- Financial Plan Type "Cost and Revenue Budget"

and select 'enable Budgetary control"

2- Project Plan Type "Cost Project Plan Type"

and select financial plan type in budget generation option

3- Create project template and select project plan

and when create project - Planning - Edit Project Plan Type

Can't Select Financial Plan Type

how resolve this issue
