Applications for part-time and full-time studies

Looking for a way for the Learner to apply for part-time and full-time studies

We are looking for ideas on how to enable Leaners/employees to apply for part-time or full-time studies. There is a contract that must be signed, and we have 2 different approval routes. On approval, the employee must complete a work-back agreement. These studies generally lead to a attaining a qualification.

I was thinking of using the Non-Catalog request for teh initial request and enabling a flexfield for 'type of study' which could then determine the approval route, but I am not sure how to handle the work-back agreement which is contractual, and should probably be stored in document of record.
