Recruiting Organization tree and Organization profiles at Department Level

Summary: Currently we utilize organization security profiles. They are setup to use Organization classification of Department. However, there are no departments in the Recruiting Organization Tree.  Only Legal Entities and Organizations are included. Not the detailed department level.

Content (required): To utilize roles that point to these existing Organization profiles, does the Recruiting Organization tree need the departments?
