Edit ToolbarButton: Add in page composer

Hello all,

We are currently trying to change the visibility in "Directory" and we are using sandboxes. We are facing a problem with the Add or Edit button that we want to add for example in "Employment Info" section. As you can see in the screenshot the <toolbar> row is now applicable for changes and there is a cross on <commandToolBarButton:Add>.

Why is this happening? Why we are not able to add or edit buttons? How can we solve our issue?
