NewHireReport not getting triggered

We have set the value as "true" for all the below profile options:

BIP_EMAIL_NOTIFICATION_HCM

BIP_EMAIL_NOTIFICATION_HCM_IRC

BIP_EMAIL_NOTIFICATION_HCM_PER

BIP_ONLINE_NOTIFICATION_HCM

BIP_ONLINE_NOTIFICATION_HCM_IRC

BIP_ONLINE_NOTIFICATION_HCM_PER

and profile option BIP_CLIENT_REFRESH_TIME value to 15

We customized the "NewHireReport" which is present under HCM -> Workflow Notifications folder in BIP

BPM Worklist email is enabled and the TEST Email Address is set to my email address.

We are still not receiving any notification when a new employee is hired. We can see one entry in HRX_TXN_HEADERS table for "Hire an Employee" module_identifier.
