Trying to build HSDL to CORRECT National Identifiers. Getting an error that NID type Exists.

Summary:

Im trying to build a HSDL to correct NID. Getting error: A national ID of type RIC - Civil Identification Registry already exists for country Brazil, and the issue date isn't greater than the expiration date of the existing national ID.

Is there something I need to add to be able to correct an NID vs adding a new NID.
