New Account Alert - Can we separate Pending Workers from New Hires

Summary:

The HR team is requesting that we send a different ALERT notification for New Hires and Pending Workers. Currently the system treats both as a New Account Alert and sends the same welcome email. An additional ask is to also separate Outside Vendors that have new accounts created for using the Supplier Portal

Note that we DO NOT use Journeys or Oracle onboarding. We only create Pending Workers for certain job codes and use IBM Brass Ring to capture this info.
