how to trigger warning message for HR only when transfer date is not equal to payroll start date ?

Summary:

Hi All,

We have a specific requirement for our client where when HR initiates Transfer action and Transfer Start Date is not equal to Payroll Start Date, then HR user should get warning message.

We tried with delivered "When and Why" business object validation rule but it only let us to configure error message which restrict HRs to continue even if Transfer Start Date is not equal to Payroll Start Date.

Can anyone please suggest how to achieve above requirement ? Thanks in advance!
