After moving to HR, can we keep candidate in other requisitions?

Summary:

We hire a ton of students who apply to multiple requisitions and can be hired into multiple assignments; however, when they are moved to HR for one req, it withdraws them from all other requisitions. Is there a way to disable this so that their application stays in current phase/state in all other reqs?
