Bulk Import Users issue - quotation marks being added to Manager Name.

Summary: For some reason we are getting quotation marks added to the Manager Name when using Bulk Import Users

Content (required): For some reason we are getting quotation marks added to the Manager Name when using Bulk Import Users. I believe the issue started a few months ago. No other fields (username, pwd, last name, first name, etc.) have this issue when using this tool. I have tried a new csv template from scratch but to no avail. We start with a csv file and then save as a text file (tab delimited) which is then uploaded in Bulk Import Users. Any ideas on how to resolve this issue? Thanks!
