Subinventory Min-Max Planning for locator controlled subinventories

Summary:

The requirement is to move material from BULK Subinventory to PICK subinventory when qoh falls under a certain amount in PICK sub, so pickers can fulfill the sales orders. Trick is that both subinventories are locator controlled.

I can set up the Min-Max plan at subinventory level OK for PICK, supplying from the BULK Subinventory at Item-Subinventory Level. Movement requests are generated, but unallocated.

I'm trying to figure out if I'm missing an obvious setup step?
