HR Help Desk: Inactive Assignment Records are available for selection under Primary Point of Contact

Hello,
We are currently testing HR Help Desk (next gen) for a customer and have noticed that when updating the Primary Point of Contact of a Help Desk Request, users are able to search inactive assignment records. Wondering if this is expected behvaior and how to modify? Is this something that would be accessed through Visual Builder Studio? The request is to not show inactive assignments for Primary Point of Contact.
