Pending Worker - Cant view documents of record only add

Applicant applies with CV and Offer Letter > Moves to pending worker > DOR region is enabled > cant view existing documents only add

but when you go to person management > find pending worker > manage documents > you can view these documents and add, so why cant yo view via the edit pending worker action ?
